Your options would be to make your own or get them third-party. animations, particles, music, sound FX, environments, etc. Light emitters and production filters you could use since they are scripts and tools from the filmmaker tool itself and not game assets, but models. I read it to mean that none of the Team Fortress 2 assets can be used commercially. It's a fantastic piece of kit, but it's completely non commercial unless you have a budget and workforce akin to a decent sized game studio. Ignoring the characters and sets, every particle, every light emitter, every post production filter is their content.
